SUTTON BY DOVER PARISH COUNCIL
Minutes of the meeting held in Studdal Church Hall on Tuesday 6th November 2012
1. Present and apologies for absence:

In the absence of the Chairman, Mr Graeme Akhurst (Vice-Chairman), chaired the
2. Approval of the minutes of the last meeting: Sarah proposed, Hugh seconded and all
Councillors approved the resolution to accept the minutes.
3. Declarations of interest: None.
4. Matters arising: None.
5. Visitors: Colin Stokes had visited 3 parishioners asking them if they could cut their
garden hedges back as they were over hanging the roads and causing problems for
passing traffic. Two parishioners, one in Ashley and the other in Sutton said they
would be cutting the hedges themselves soon. The third person in Studdal declined
to cut back the hedge. Highways is to be contacted by the Parish Clerk and ask them
if they can cut the hedge.
Steve Manion said that at the last Kent County Council meeting the Dilnot report on
care for the elderly was discussed. He also said that millions of pounds were spent on
persons suffering from domestic abuse in Kent every year. This included solicitors and

Helen Williams (Treasurer for Rural Roundup) sent a letter to the Parish Council
thanking them for their donation of £100.
An email sent by PCSO Gary Faulkner gave a report on matters in the parish. Gary
said that crime in the parish was at a low but there had been shed break ins and burglaries in Ringwould and St. Margaret’s which is not far from Sutton Parish so we should be vigilant. Gary also said not to advertise what Christmas presents you may have had by
putting empty boxes outside your house.
A letter sent by Cornilo Partners gave an update on the water run off on Church Hill,
7. School buses: Ron asked Steve Manion what bus transport considerations were being
made for children of the parish going to Sandwich Technical School. Steve replied
that KCC were under going discussions with ‘Roberts’ coaches to see if they could
become a scheduled service which would mean Kent Freedom Passes could be used
Kent Freedom Passes are available for children aged between 11-16 yrs which cost
£100 yearly on scheduled services.
8. Code of Conduct: A new draft Code of Conduct was discussed at the meeting.
Graham proposed and Graeme seconded a motion to fully support the
adoption of the new Code of Conduct. All Councillors agreed to this motion. The Clerk was directed to file the new code with the Monitoring Office at DDC and to ask if a link to the filed code was available for putting onto the Parish Council’s website.
9. Precept 2013/14: The Council discussed the changes for the Precept 2013/14 and
expect to finalise it at the PC meeting in December.

11. Local Planning:
DOV/12/00821 – Outrigger, Chapel Lane, Ashley, Sutton, CT15 5HZ.
Proposal: Erection of a detached garage with store over (existing garage and store
to be demolished).
Graham proposed and Carolyn seconded a motion to fully support this application.
All Councillors voted in favour.
12. Allotments, Memorial Garden, Playing Field and BMX track.
Ron said that the use of water on the Allotment was being used at an acceptable rate.
Allotment rents will not be changing for 2013/14.
It was decided by the Council to ask ROSPA to make the checks on the Playing Field
equipment and the BMX track. The cost of the checks will be higher as they are
being made out of season. Graeme proposed, Ron seconded and all councillors
approved of ROSPA making the checks on the Playing Field
Kingston Tree Care had been asked to cut the Lelandi tree’s back further in the PF.
They agreed to this but at a cost of £180. This is to be discussed at the next meeting.
13. Any other matter/business to discuss:
Ron asked if Highways could be contacted and ask them to alter the cross road, road
signs, at Roman Rd & Strakers Hill and Strakers Hill & Downs Rd so that they are
pointing the right way.
Highways are also to be asked to inspect the excess run off water, running off the
bank which lines one side of Chapel Lane in Ashley. The water is carrying mud with
it which is collecting further down the road.
