SUTTON BY DOVER PARISH COUNCIL

Minutes of the meeting held in Studdal Church Hall on Tuesday 2nd April

at 7.30pm.

1. Present and apologies for absence:

Members of the public: Mrs C. Richardson, Mrs B. Merriman, Mrs C. Inglin, Mrs J.

Bryant, Mr C. Stokes, Mr C. Hogben and Mr D. Vickers.

2. Approval of the minutes of the last meeting: Sarah proposed, Hugh seconded and all

Councillors approved the resolution to accept the minutes of the last meeting.

3. Declarations of interest: None.

4. Matters arising: The Clerk said that she had been in contact with Southern Water in

reference to the Allotment water bills. It was agreed by Southern Water that the

Allotment would now be billed at 6 monthly intervals.

On speaking to DDC Planning Enforcement Officer, Paul Francis, he said that he

had visited Sutton House, Sutton, to access the construction work. He advised the

owner of Sutton house to resubmit plans for some of the building work.

5. Visitors: The Chairman welcomed PCSO Gary Faulkner to the meeting. Gary

apologised for not attending the PC meetings before but said that he found it

difficult to attend as he currently has five parishes to manage. He explained that

there is a shortage of PCSO due to the reduction of Police Officers in the country.

The Clerk is to write a letter to the Chief Commissioner stating that we need more

of a presence of rural police officers.

Claire Inglin mentioned that there were two street lights in Downs Road not working.

Steve Manion said that he would report the matter to KCC Street Lighting.

Chris complained that the company who cut back the trees from the over head

electric cables in Homestead Lane had left cut branches hanging from the trees and

generally it looked a mess. Hugh said he would contact the company.

Doug said that there was a lot of rubbish dumped on the side of the road near Gaggs

Hill. The Clerk will inform Highways.

Colin said that he had been busy mowing all the green sites in the Parish.

It was mentioned that a tree had been cut down at the side of Chapel Lane,

adjacent to Fir Tree Farm. The Planning Enforcement Officer is to be contacted as to

weather the felling was permissible.

6. Correspondence: Simon read a letter sent from Helen Williams, treasurer for Rural

Roundup magazine.

In Helens letter she requested a grant to support the magazine as they were finding

finances difficult due to the increase in printing materials. She stated that printing

costs had gone up to £700 an issue.

The Councillors considered a payment of £100 to be given to Rural Roundup.

Hugh proposed, Graham seconded and Sarah supported the paying of £100 to

Rural Roundup. Simon objected to the payment of £100 and Carolyn and Graeme

abstained from voting. Motion carried by a majority.

7. Local Planning:

TC/13/00032 – Parsonage Farm, Vale Road, Sutton, CT15 5DH.

Proposal: Fell one Horse Chestnut tree.

Councillors proposed a reply to DDC Planning that they were against the felling of

the Horse Chestnut tree but relied upon DDC to use their expertise to consider the

felling if necessary.

Graham proposed, Graeme seconded and all Councillors approved the sending of

the reply to DDC Planning.

8. Finance:

Clerks wages 236.96 (1x months wage)

Clerks expenses 25.20 (£20+5.20 for stationary)

Southern Water 5.34 (water for Allotment)

Sarah proposed, Graham seconded and all Councillors agreed to the payments.

Graham and Hugh signed the cheques.

9. Allotments, Memorial Garden, Playing Field and BMX track: nothing material

discussed.

10. Any other business/matters to discuss:

The Councillors agreed to hold the Annual Parish Council meeting on 21st May

2013 at 7.30.
