Minutes of the meeting held in Studdal Church Hall on Tuesday 7th January 2014 at 7.30pm.

1.   Present and apologies for absence:

Mr Akhurst (Vic-Chairman) chaired the meeting.

2.    Approval of the minutes of the last meeting: Mrs Doolin proposed, Ms Clews  seconded
and all Councillors approved the resolution to accept the minutes of the last meeting
which included two small alterations.

3.   Declarations of interest: None.

4.   Matters arising: Mr Smith said that the John Foche and Cushire trustees had delivered
26 food hampers to residents of the parish before Christmas.  Several of these residents
had said how pleased they were with the hampers and that the contents and wrapping
were delightful.

5.  Visitors:  1. Mr Butcher asked the Chairman and the Councillors indulgence to discuss
a previous planning issue regarding  ‘The Follies’.   The recent planning application on 3
points related  back to an application in 2009.  Mr Butcher wanted to clarify a
misunderstanding regarding his investigation into the history of planning at the ‘Follies’.
He had contacted DDC but had not spoken to Mr Ben Young (Planning Officer) as he
was ill.  The information needed came from Mr Young’s colleague and that of
documentation held by the Parish Council.  Mr Butcher still stands by the response
and letter sent to DDC.  Mr Butcher left the meeting.
Mrs Willet replied that she had spoken to DDC who told her that Mr Butcher had not
contacted and spoken to anyone regarding  the planning application.

Mr Stokes said that Thatched Cottage, Church Hill Sutton had had their hedge cut
and he will visit the other residents who have yet to get their hedges cut.

6.  Memorial for Barbara: To be put on a later Agenda.

7.  Correspondence:  Eythorne wind turbines, email from Mog Ovenden, Eythorne Parish
Clerk.  In her email Mrs Ovenden said that: Eythorne Parish are faced with the prospect of
a wind turbine on Barville Hill and although the actual address of the application is
Tilmanstone  Parish (Barville Farm, Waldershare) it is situated southeast of the Parish
Boundary and overlooks Eythorne village. The turbine will stand 100m high. The company
are also applying for another 100m high turbine to be erected in Thornton Lane, Eastry.
They are concerned that there will be visual harm to the landscape, noise and potential
risk to air traffic. Mrs Ovenden asked Sutton Parish Council if they would send a letter
of support to DDC Planning Department.
Mrs Harrop had been asked by Mr Butcher to send a letter ASAP to DDC Planning Dept.
A copy of the letter was read to the meeting by Mr Akhurst.
Ms Clews made a retrospective proposal, seconded by Mr Akhurst and all
Councillors approved of the letter sent to DDC Planning Dept.

8.  Precept for 2014/15:  After some discussion the Councillors set the total resources  for
2014/15 at  £10127.00.  Mr Akhurst proposed, seconded by Mr Smith and all Councillors
approved the Precept being total resources less the grant from the government which
gave a figure of £9654.12.

9.   Parish Council Laptop:  The Clerk said that Mrs Doolin and herself had bought an Acer
laptop with essentials from Currys.  The cost of the laptop was £556.48 which came
within the £600 allowance that the Parish Council approved at the previous meeting.

10. QE 11 Playing Field:  Ms Clews said that the Playing Field (owned by the Scouts) was
transferred to a Parish Council Trust in 1966.  The Trustees of the PC Trust are still
responsible for the Playing Field.  The Trustees are to have a meeting to discuss the
probability of the Parish Council buying the Playing Field from them.  The Parish Council
have spent a fair amount of money on the upkeep and maintenance of the PF since the
1960’s and if they owned the PF they would register it with Fields in Trust.
11.  Finance:
HMRC                       67.20                  (Tax on wages, payment for 5th January 2014)

Mrs Doolin proposed, Mr Densham seconded and all Councillors agreed to the signing
of the cheques.  Mr Akhurst and Mr Little signed the cheques.

12.  Allotment, Memorial Garden, Playing Field and BMX track:
Mr Stokes gave a quote for 2014/15 of £373.00 per month for Grass cutting and
strimming in the : Playing Field, BMX track, Memorial Garden and Picnic Site.
Ms Clews proposed, Mr Akhurst seconded and all Councillors approved of Mr Stokes
quote for the year.
The Clerk said she had informed Highways that  footpath signs need to be replaced
on Strakers Hill and Northbourne Rd, Studdal.
DDC Refuse had also been contacted requesting that the parish litter bins be emptied.

13.  Any other business/matters to discuss: The Council asked if the local PCSO  could be
asked to attend the next Parish meeting. The Clerk will contact the PCSO.

14. Date of next meeting: 4th February 2014     –    Meeting finished at 08.40pm.
