July 2011 minutes



Minutes of a meeting held in Studdal Church Hall on Tues 5th July

at 7.30pm.

1. Present and apologies for absence:

2. Approval of the minutes of the last meeting (7th June 2011): Simon proposed, seconded

by Graeme and all approved.

3. Declarations of interest: Graeme declared interest in in item 9.

4. Matters Arising: None

5. Visitors: Anne Nayes suggested that it would be beneficial to residents of the parish

to included fitness/play equipment for older persons along with play equipment for

children when considering a new play area in Studdal Playing Field. It was also

hoped that this would encourage more support from the residents of the parish.

Ray said the Memorial Garden was flourishing well after his care & attention and

the rain had helped.

Nick Kenton gave praise to Northbourne CE Primary school and said that the

school was achieving good results and was continuing to thrive.

Steve Manion said that Kent Highways were contemplating Winter Service Plans

and salt bins were being distributed where needed. He said that on the A256 a 50 mile

an hour restriction would be in instated up till December between Tilmanstone round

about and the Sandwich round about.

6. Playing field equipment: It was suggested by Carolyn that that the playing field was

designated to the ‘Queen Elisabeth 11 Playing Field Association’ who would give

support and information on funding for new play equipment. Carolyn will apply

for the application forms to do this and the Parish Council will look at the forms at the

next meeting before proceeding with the application. This was proposed by Ron,

seconded by Graeme and all councillors agreed.

7. Vfast: It was decided to write to Vfast explaining that we may pay back the balance of

the grant to KCC but wish to know if they have had any recent new customers. The

Council also needs to have some financial details in respect of a breakdown of Vfast

invoices. Graham proposed, seconded by Ron and all councillors agreed on this action.

8. A3 copier: the buying of the A3 copier was proposed by Simon, seconded by Ron and

all agreed.

9. Local Planning:

DOV/11/00472 – Upper Farm House, Church Hill, Sutton.

Proposal: Erection of a fan house and enlargement of a barn door (existing fan house to

be demolished). Graeme proposed, seconded by Graham and all councillors agreed to

these proposals.

Graem Akhurst left the room as has interest in the next planning application.

DOV/11/00467 – Beacon Hill House, Little Mongeham, Deal.

Proposal: Installation of solar panels.

Graham proposed, seconded by Ron and all remaining councillors agreed.

Graeme returned to the council meeting.

Dov/11/00439 – Land South of Manor Farm, Little Mongeham, Deal.

Proposal: Certificate of Lawfulness (existing) for the use of land and barn for

storage of motor vehicles. Ron proposed, Graham seconded and all agreed.

10. Miscellaneous planning: Simon enquired as to whether all housing alterations/ building needed to admit planning applications.

11.Finance: was proposed by Graham, seconded by Simon and all agreed to the signing of

the cheques.

Cheques were signed by Ron and Graeme.

12.Allotments, Memorial GDs, Playing field and BMX track:

Ron has had enquiries from two persons wanting to rent allotments. As all allotment

sites are taken it may be possible for some people to share their allotment.

Allotment insurance to be confirmed by letter from Dover Town Council.

BMX track was checkd by Simon for June.

13. Any other business/matters to discuss: Whitfield Urban Extension Planning.

Graham to draft letter to DDC Planning in reply to Whitfield Planning letter.

This was proposed by Graeme, seconded by Simon and all agreed on Grahams actions.


A presentation was give in thanks to Anne and Ray for the outstanding work they

had given whilst on Sutton by Dover Parish Council. They were wished good health

and happiness for the future. Barbara was also thanked for her continued help with the

adjudicating of the Parish Councils yearly accounts. Flowers and chocolates were

presented to all three.
