September 2012 minutes



Minutes of the meeting held in Studdal Church Hall on Tuesday 4th September 2012

at 7.30pm.

1. Present and apologies for absence:

2. Approval of the minutes of the last meeting: The minutes of 3rd July with some minor

alterations were proposed to be accepted by Ron, seconded by Hugh and all

councillors approved the resolution to accept the minutes as amended.

3. Declarations of interest: None.

4. Matters arising:

Carolyn had looked into the ownership/registration of the land opposite the Three

Horse Shoes pub. She said the land seems to be unregistered and suggested it may

be advisable to leave the investigation of the ownership for the time being. The

council agreed with this suggestion.

5. Visitors: Barry Winter complained about the speeding traffic at the lower end of

Strakers Hill especially on the bend. Several visitors were in agreement with this

comment. Barry suggested that speed bumps were put on Strakers Hill.

Chris Richardson felt that the local PCSO should be informed of the problem.

The Clerk will ask the PSCO to assess the matter.

Simon thanked Doug Winters for caring for the flowers on the Three Horse Shoes

triangle and said how attractive the area looked.

6. Correspondence: Letter read by Simon.

The letter is a copy which was written to Ms Davis and Mr Armitage of Ashley

from Mr P Francis (Senior Planning Investigation Officer) on the use of the High &

Dry Ph.

Mr Francis visited the High & Dry Ph. and inspected the premises and spoke to the

owners. Mr Francis believes that a further application is required in this case and

he has invited this without prejudice and without implying that consent will be

7. Code of Conduct: It was decided by the council to adopt the NALC ‘Code of

Conduct’ for the present time. A ‘Code of Conduct’ specific to SDPC is to be

designed by the council at an extra meeting. The proposal for this decision was made

by Ron, seconded by Graeme and all councillors agreed.

8. Parish website: A parishioner to take over the running of the Parish Website is still

to be found. Ron will contact Anne Nayes about the website.

9. Grass verge cutting: Steve Manion said that due to wet weather the cutting of grass

banks had been delayed. He also mentioned that some of the banks could not be cut

due to old field fencing and obstructions getting in the way of the mower.

10. Neighbourhood Watch information: Ron would like a coordinator for NHW in the

village and hopes to get some informative leaflets about NHW to deliver around the

Clerks wages 473.92 (2 x months wages)

Clerks expenses 54.61 (£20 x exp. £16.14 food for July meeting & £18.47

for printer ink)

Evergreen 361.25 (grass cutting for JB,PF,MG and BMX track)

Southern Water 98.35 (water for allotment)

12. Local Planning:

DOV/10/01010: Town and Country Planning Act 1990 (as amended)

Location: Phase 1, Whitfield Urban Extension, (land south east of Archers Court Rd,

Whitfield, Dover CT16.

DOV/10/01011: Town and Country Planning Act 1990 (as amended).

Location: Whitfield Urban Extension, (land to east of Sandwich Rd, and north west

of Napchester Rd.) Whitfield, Dover (TR 303:459).

The parish council said that their previous comments on the above planning

applications were still valid and that they had no further comments to make on them.

Simon proposed, Ron seconded a motion on agreement with this action. All

councillors voted in favour.


DOV/12/00633: Land South of Manor Farm, Little Mongeham, CT14 0HR.

Proposal: Certificate of Lawfulness (existing) for the use of land and barn storage of

motor vehicles.

The councils comments were: Our previous comments relating to the previous

application apply equally to this one. Additionally we wonder whether this is a waste

matter (cars being broken up) and therefore is in fact a licensing issue for Kent

County Council rather than Dover District Council.

Proposed by Ron, seconded by Hugh and all councillors agreed these comments

to be sent to DDC planning department.



DOV/12/00637: Holly Cottage, Downs Road, East Studdal, CT15 5DD.

Proposal: Erection of a single storey rear extension (existing outbuilding to be

13. Allotments, Memorial Garden, Playing Field and BMX track:

Kingston Tree Care: KTC will cut back the Leylandi Tree’s on the perimeter of the

Playing Field in the morning of 24th September.

14. Any other business/matters to be discussed:

A donation of £100 is to made to Rural Roundup at Octobers meeting. This was

proposed by Ron, seconded by Hugh and all councillors agreed with the donation.

Ripple Parish Council Clerk has asked SDPC for their views on a 6ft 6ins. width

restriction on Beacon Hill road, Ripple, which is under review to being removed.

Beacon Hill is partly within the boundary of Sutton Parish.

The Parish Notice board at Sutton Church Hall is under review to being replaced as

it is now dilapidated.
