Minutes of the meeting held in Studdal Church Hall on Tuesday 7th May 2013

at 7.30pm.

2. Approval of the minutes of the last meeting: Graeme proposed, Sarah seconded and all

Councillors approved the resolution to accept the minutes of the last meeting.

3. Declarations of interest: Ron Little declared an interest on item 5.

4. Matters arising: None

5. Visitors: PCSO Faulkner said that the parish had been fairly quiet but a motor bike

that had been stolen had been recovered in the vicinity. He will be holding a

Community police surgery in Studdal Church Hall on Tuesday June 18th at 10.30am

and welcomes any parishioner who would like to talk to him. PCSO Faulkner

indicated that he had just been given Middle Deal as an area of responsibility

which would affect the time he could devote to Sutton. He suggested the council

may whish to contact his manager on this point.

6. Correspondence: A letter sent from Linda Miller (treasurer of Clever Clogs Pre-

School) was read out by Simon.

Linda Miller and Gill Perkins (manager of C.C) were both present at the meeting.

The letter asked the Council for possible funding to help with the finances of

‘Clever Clogs’. Linda explained that there had been a significant drop in numbers

of children registered with them over the last year which has reduced their finances.

They explain that they need to recruit more children for the September term to

replace those children who will be leaving them to attend Primary Schools otherwise

‘Clever Clogs’ will be unable to sustain itself. They require funding for advertising

to a broader area than they already do. ‘Clever Clogs’ is run as a business with charity


Graeme questioned whether the Council had any power to assist Clever Clogs

financially as it was a school. He would ask KALC for their view. This is to put on

the June Agenda.

7. Accounts 2013/14: The accounts will be discussed at the Annual Parish Meeting

on the 21st June. It was decided that the PC assets register needs to be reviewed.

8. Playing Field: As it has been not been possible to find the ‘deed’s’ of the Playing

Field an application asserting ownership needs to be sent to the Land Registry.

Once registered the Council will be able to apply for funding.

9. Finance:

Clerks wages 273.76 (1x months wage)

Clerks expenses 29.46 (£20 + 9.46 stationary)

Aon 547.18 (yearly insurance)

Rural Roundup 100.00 (donation to parish magazine)

KALC 272.11 (yearly subscription)

Evergreen 268.00 (grass cutting to MG,PF,JB & BMX track)

Evergreen 220.00 (grass cutting to MG,PF,JB & BMX track)

McCabe Ford Williams 198.00 (accountants yearly charge)

Carolyn proposed, Graeme seconded and all Councillors agreed to the payments.

This did not include the cheque for Rural Roundup where: Hugh, Graham and Sarah

supported the signing of the cheque, Simon objected, and Carolyn and Graeme

abstained from voting. The motion was carried by the majority.

Cheques were signed by: Hugh and Graeme.

10. Allotments, Memorial Garden, Playing Field and BMX track:

Ron said that the water has now been turned on in the Allotment.

Ron also said that the bus shelter (opposite the Studdal Community Hall) needs


11. Any other business/matters to discuss:

Parish notice board: The Council asked the Clerk to contact a locally known

carpenter to give a quote on making a new PC notice board. The PC notice board

by Studdal Church Hall has become dilapidated.

Carolyn to look into the ownership of the pond.

12. Date of next meeting: Parish Council Meeting Tuesday 4th June 2013.
